Personal data

Odil Achilov graduated from the Samarkand Agricultural Institute in 2012. In 2022, he received a Doctor of Philosophy (PhD) degree in veterinary sciences, specialty 16.00.04 - “Veterinary pharmacology and toxicology. Veterinary sanitation, ecology, hygiene and veterinary sanitary examination.” Also, over the past 5 years, he has increased his knowledge and experience in prestigious universities in countries such as Spain, Italy, Estonia, Portugal, Romania, USA and Turkey.

He was awarded commemorative badges “30th anniversary of independence of the Republic of Uzbekistan” in 2021 and “Advocate of Agriculture of the Republic of Uzbekistan” in 2023.

Based on the results of scientific research, about 60 scientific articles, 2 textbooks, 3 monographs have been published.

Currently, along with the reforms being carried out in our republic, he contributes to the development of scientific and innovative activities of the university by attracting young students to scientific research, increasing scientific potential, increasing the scale of national and international projects.

Duties

•  Organization of implementation of laws of the Republic of Uzbekistan, Decrees and Orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;

• Providing educational, scientific, financial and spiritual education and training of qualified personnel based on state educational standards;

•  To ensure that all deans and departments, heads of departments and pedagogical staff know the complex of requirements for the content and level of preparation in accordance with state educational standards;

•  Organization of execution of orders of the Academic Council and orders of the rector on issues of orders, decrees and instructions of relevant higher educational institutions, issues of the educational process;

•  Development and promotion of methods and tools to implement the goals of educational system trends in developed countries, the Education Law, the National Curriculum and other relevant legislation;

• Organization and effective use of advanced forms of teaching and learning, including distance learning, new pedagogical and information and communication technologies;

• Preparation of proposals and organization of business proposals;

• Coordination, organization and control of the work of departments and dean’s offices providing educational process

• Approval of work plans of departments, faculties and departments and control over their implementation;

• Improve the quality of lessons, monitor and ensure the implementation of personal plans of the faculty;

•Guidance on the organization of educational and scientific conferences, university methodological councils and pedagogical skills, generalization of advanced methodological experience;

• Provides general management of the collection of funds from the library fund of educational, methodological and scientific materials, including the process of preparation and publication by staff of journals and scientific works, as well as educational, methodological and scientific periodicals in all areas of educational and scientific activities of the university;

• Managing the process of searching, selecting and assisting talented youth, managing the process of training scholarship winners among students and interns by the President of the Republic of Uzbekistan Navoi, Beruni, Ulugbek, Zulfiya and others;

• Development of proposals for staffing of teaching staff and employees providing scientific research, organization of provision of departments and scientific laboratories with qualified personnel;

• Admission to vacant positions on a competitive basis, preparation of proposals for the employment of intern-researchers, independent researchers and masters, development and implementation of plans to improve the teaching staff;

• Effective use of scientific laboratories, development of issues of improving the technical equipment of laboratories;

• Taking measures against employees who violate performance discipline, preparing proposals to terminate contracts with them;

• Preparation of proposals for the organization of research work jointly with prestigious scientific centers of foreign countries and similar higher education institutions in order to improve the content of scientific research and education, ensuring the training of specialists based on international requirements;

• Conducting, analyzing and conclusions on annual reports on the activities of departments, faculties, assessing the scientific activities of professors and teachers using modern methods;

• Implementation of constant cooperation with higher educational institutions in the scientific field, ensuring the active participation of professors and teachers in conferences and seminars, working in collaboration with local governments;

• Determine, analyze and improve the university’s annual rating in the prescribed manner.
